The Parsons/Foster Joint Venture partnership involves
Construction Program Management services, which includes
campuses at San Antonio College, St. Phillips College,
Southwest Campus and Palo Alto College.
To accomplish the massive CIP design and construction
program the Parsons/Foster team joined the district
in recommending the construction manager-at risk
process as the most logical method to control budget,
resources, and schedule on the three main campus
building. The campus building in the program consists
of a Convocation Center, One Stop Center, Veterinary
Technology Building, Business Center, Parking Garages,
Educational and Applied Sciences Labs, Central Plant
and Nursing Building.
Following a needs assessment of the various campuses,
the Parsons/Foster team began a realistic evaluation
of the budget capability that the bond issue provided
for each campus. Careful review of the cost escalation
currently affecting the construction market was analyzed,
which resulted in all three of the main campus GMP’s
coming in within the program budget. Smaller projects,
including building renovations, were designated as
candidates for the competitive sealed proposal method
of construction.
FCMG was instrumental in saving the Alamo Community
College District over $400,000 by performing cost
savings exercises which include reviewing and comparing
the architect's direction and the contractors vs.
the original specifications and endorsing the districts
stringent budget restraints in correlation with the
specifications. |
